India should be the first country to adopt cloud (in delivery of citizen services). Because as a country we have the most to gain from cloud, in terms of saving and optimising investments. Compared to other countries, we have the right kind of diversity, with so many states, to go for cloud. It is very appropriate that we go forward.
Years ago, when I worked with IBM, everybody wanted a cloud. But it was called data centre then. Good thing today is that we have the technology to make cloud a reality.
Institutional frameworks are the key (to the success of cloud in government sector). We need standards; standards of how states will collaborate, how vendors will be engaged and so on.
We have enough to make cloud work but the question is how we build institutional and governance frameworks.
