Lessons from Moscow

The emergency response should be centralised. There should be a strong linkage at all levels, including city, state and the country.

In Moscow, the emergency services just take five minutes to reach the incident site, which would never have been possible without better coordination at all levels and a centralised technological solution. 
Besides using technology, we should also invest in educating people. The safe city programme being implemented in Moscow is worth $6.5 billion, half of which is being spent on educating people.
